A descriptor for a metadata lookup extension flow.

A metadata lookup extension flow is designed to be injected into a oidc/metadata-lookup to facilitate extensions for the metadata lookup process. The extension flows must include an activation predicate to indicate suitability based on the content of the ProfileRequestContext.
