If the first host in the requestmap has the second entity(esig) listed in the applicationId the Shib-Handler in /esig/phpinfo.php changes to /esig/Shibboleth.sso.</div>

Then you don't have the URL(s) mapped to the intended applicationId to implement the override.<br>

Perhaps you're using an Apache command to do it but not putting the applicationId attribute into the RequestMap for IIS. There's no command mechanism in IIS to use, it has to be done in XML.<br>
