It was indeed rogue files. My editor (notepad++) also creates a .bak file.</div>

But it was probably my copy of the original file (idpORIG.ini) which was being loaded after idp.ini therefore overwriting my changed value.</div>

I'd make absolutely sure that jetty has been stopped (sc interrogate shibd_idp).<br>

Also better check for rouge extra files in that folder. You should have idp.ini and idp-system.ini, with the latter being what is<br>
in start.d.dist.<br>
