<p>Yes, the KeyDescriptor with use="encryption" correctly indicates
that usage. Since the IdP is saying otherwise, that almost
certainly means that either 1) the entityID is wrong, doesn't
match that (i.e. you're looking at the wrong EntityDescriptor) or
2) that version of the metadata isn't actually loaded into the
system (i.e. you need to refresh your metadata provider, or
restart the IdP, etc).</p>
