That means on MS-Windows you would restart the Shibboleth service via<br>
the methods offered by MS-Windows to restart services.<br>

That means on Unix-like operating systems (such as GNU/Linux) you<br>
would use something like the command above to restart the Shibboleth<br>

the platform/OS you're using to restart services.<br>

Did you install the Shibboleth SP software (or something else)?<br>
How exactly did you do that, following what documentation?<br>
