</span>People mean 3-4 different things when they say "eduPersonTargetedID". Nothing that is generally alluded to in that way has an interoperable syntax that can be expressed as a string.<br>

</span>If by persistent you mean in the informal sense of describing the semantics of the identifier that goes by that term in SAML, yes, there is now a new proposal to replace virtually everything done before and dump all of it.<br>
