    Ok, then that absolutely explains it then.  Mystery solved.<br>

    With the new-ish version of Santuario that ships with the IdP, that

    version of BC will absolutely require use of the system property. 

    Of course you could also consider (depending on your other app etc):

    1) upgrading to the latest BC, which doesn't have the issue 2)

    upgrading to Java 8; if SunJCE is higher in the security provider

    list than BC, then it will get used for AES GCM and that should

    avoid the problem altogether, and then it doesn't matter what

    version of BC you are using for the other app.<br>
