If you're not seeing any logging occurring in shibd.log at all, then<span class="Apple-converted-space"> </span><br>
it's likely that Shibboleth is never being invoked by IIS in the first<span class="Apple-converted-space"> </span><br>
place. I would revisit the installation instructions to see if you<span class="Apple-converted-space"> </span><br>
missed a step.<br>
