Have you considered the use of entity attributes for this purpose? The
advantage of entity attributes is that each EntityDescriptor is
self-contained (since entity attributes are extension elements in
EntityDescriptor elements) so you can mix-and-match EntityDescriptor
elements, move them around to different metadata aggregates, and so
forth.
