I've done the first stage of work on the cookie cache, which is to add encryption to the file-based session store as an option, to get the Hub's encryption operations tested.

Very lightly tested successfully, this requires the latest Agent sources and latest Hub plugins, I'll get it documented later today.

This obviously makes it moot what a secondary process can do to the filesystem, it can make sessions file but it won't be able to create any that work, making any races much less critical.
