OIDCCommon V3.3.1 Now Available

Having trouble installing this. Looks like the new version didn't get
registered quite correctly.

#9 8.005 ERROR - Plugin net.shibboleth.oidc.common : Could not find version 3.3.1 in descriptions at HTTPResource [https://shibboleth.net/downloads/identity-provider/plugins/plugins.properties]
#9 8.011 ERROR - Component net.shibboleth.oidc.common: Unknown version 3.3.1 supplied.

Root cause seems to be this line:

curl -s https://shibboleth.net/downloads/identity-provider/plugins/plugins.properties | grep common.versions

net.shibboleth.oidc.common.versions = 1.0.0 1.1.0 2.0.0 2.1.0 2.2.0 2.2.1 3.0.0 3.0.1 3.1.0 3.1.1 3.2.0 3.3.0
