Does Shibboleth 5.1.4 have Attribute Authority functionality? And if so how to enable it?

Hi,

I was wondering if Shibboleth 5.1.4 has Attribute Authority functionality?
What I mean by that is that it would be able to receive AttributeQuery
requests, process (e.g., search for a user with a matching certificate
subject string), and send a SAML Response containing attributes?

Also if that is the case, how can I enable it on a working 5.1.4 Shibboleth
IdP?
