You can run the resolver if you want to programmatically in Java code certainly, it's close to trivial, but the IdP isn't going to run it for you.

Building a NameIDDecoder sounds right from memory, but to be frank, I would have to review the existing code to give you a definitive answer, and that's just not possible via free support anymore, I can only spend that time for members.
