login_hint from shibboleth sp to azure idp

Is it possible to add a login_hint URL param to the the Location header
sent to azure as the idp? Since I don't think it's natively supported in
the Apache shib sp - I've tried adding the param manually using
mod_headers, and in various hooks in an a custom Apache module - so far I
haven't been able to update the Location header successfully - sometimes
there is no effect and in others Apache errors out with an error that are
multiple Locations headers. I'm not sure if I'm doing something wrong or if
the sp module is adding it in a unexpected way.

Do you have any ideas?
