Note it was (and still is) developed in conjunction with InCommon/Internet2, and the best place to start finding out about it is here:

It can create and help you manage metadata (with lots of embedded settings in the metadata as Scott recommended as the best way to manage integrations) for both SAML and OIDC integrations for your IdP.
