When we initially set up shibboleth, there were [are] so few vendors that offer a testing / development environment, we added only dev and prod to CAF metadata feed. Preprod exists locally only because that was our promotion process for all other systems. Lately most new service config is being done in preprod.

I will contact CAF and have them add our preprod metadata into their feed.
