terms-of-use stored language specific

We do provide Terms of Use in German and English, the same text for all
services. If users are working on devices with different languages, they
have to consent again every time the language switches.

 

If user has agreed to Terms of Use in office with a german browser, they are
asked again for consent if they use an English browser, for example on a
computer in a laboratory. Next time they use a german browser, they have to
agree again and so on.

 

On the DB level I see the string stored changes depending on the language:

Is this intended behaviour? This applies to terms-of-use consent only,
attribute consent is not affected.
