Jetty access.log not filling after moving from 12.0.18 to 12.0.23

I'm on an older version so I have not run into the issue yet, but I'd not be shocked to find out they broke it.

Access logging is practically undocumented and an afterthought unfortunately, it's one of my few complaints about Jetty.

I actually have never managed to get it to produce one any  other way than the logback route. I think some exist however, perhaps worth trying.
