Handling Scope for AD as an IdP to linux shibboleth SPs

And those IDPs are not in InCommon already? Maybe at least some of
them? Even if you were not an InCommon member you could still pull
properly managed IDP metadata from InCommon's feed, I suppose. ;)

Is there a "larger" IDP somewhere that would allow subjects from all
university system IDPs to authenticate? Anything that would get you
closer to more subjects from your state having a usable IDP in InCommon?
