Impersonation and resolutionPhases="intercept/impersonate"

So I'm configuring the impersonation flow, and was wanting to limit an attribute definition  and the DC it depends on to only running during the Impersonate flow. So I tried adding this:

   resolutionPhases="intercept/impersonate"

to both the attribute def and the DC. And it seems to work perfectly for the attribute def, but it seems to never be the case for the DC, the DC is always saying the activation condition is not satisfied. Is there some very basic thing I've done wrong? (This is with v5.1.3, and its a RDB type DC.)
