The only "policies" that would know about the encoded name of a SAML Attribute are the ones that reference Attributes expressed as requested in metadata. Any other policies would be operating on the basis of other information and then releasing only what you want them to.
Basically, I don't understand what you mean at all, but then I don't have any rules based on requested attributes in metadata.
Notably, though, the registry service allows the transcoding rules to be unidirectional also. It's possible to tell the idP to encode foo as "urn:oid:whatever" but not decode "urn:oid:whatever" as foo.
