xmlsectool v4.0.0 released

Dear colleagues,

The Shibboleth Project is pleased to announce that
version 4.0.0 of xmlsectool has been released and is
now available for download.

This release replaces the previous version 3.0.0, which is 
regarded as end of life with immediate effect. v4.0.0 should be
a drop-in replacement for v3.0.0 for all users, with
identical output.

Note, however, that:

* xmlsectool v4.0.0 requires Java 17 or later
* All command-line options deprecated in v3.0.0 have been removed.
