The metadata is the proper way.

That looks pretty much like what I've tested with using a filter. Could be a namespace is off somewhere, that top level element is the only one we (ill-advisedly) stuck into our own namespace so it has to be in the SAML metadata namespace, not XML Encryption's.

Or perhaps you stuck the element into the wrong spot.
