Jetty 11 is producing excessive number of threads

Well....not that I have any evidence to say so but it's suspicious you're both on Debian.

Were it me, I would use something else and compare the outcome, particularly if it's pretty immediate/easy to tell it's happening.

The other thing I'd consider is if you're using a Debian-packaged Jetty distribution. If that were the case, then as a quicker test I'd use the standard distribution.
