IdPv5 and Unicon's shib-cas-authn

I think his suggestion there was to switch the CAS server to proxying authentication from the IdP via SAML since the CAS Server supports SAML. That was my parsing anyway.

Obviously my suggestion is always going to be "pick one", running both has not made a lot of sense to me since we added CAS support and they added SAML.
