JSTL error on upgrade from IdP 4.3.2 to 5.1.2

Hi Peter,

Just to let you know that your instructions worked. I had an ancient 
version of JSTL which probably dates back to when we upgraded to Shib 
V3. Downloading the newer jakarkt jstl .jar file and rebuilding the Shib 
war appears to have done the trick.
