Shib 5.x is the IdP, not the SP.

As of now, the Amazon 2023 package works, it just doesn't fully auto-start itself because it's SysV-based and the RPM sort of thinks it's systemd-based in places.

Our attempts to fix that have failed twice now, but the latest failure isn't obvious, there's probably a code change required for systemd integration on that OS, best case just an autoconf test fix.

Worst case we fully roll the specfile back so it's SysV entirely on that OS, if we can't fix it.

We're not going to do anything quickly, so the -1 rev out there is good enough for now.
