Problem Releasing Custom Attribute

When I was rebuilding an Idp v4 config on a new server, the presence of the AR tripped me up as some but not all SPs were failing on the duplication of attributes. The UK Federation had to spot that.

The attribute registry is a rather recent addition to the IDP and how
early you trip over it depends on "upgraded IDP" vs. "(manually)
modernized configuration".

It's definitively one of those things, though: "If attribute release
seems wonky check/reload the attribute registry", IMO. At least until
it becomes second nature to you as well.
