Fail-Fast persistent (database) storage ... ?

We have been really happy with client side storage -- and are sticking with
that for core operations -- but as we look at more intercepts and the
potential for consent, we are being pressured to use a storage service that
can maintain state for those users that change devices ....
We do have a MariaDB/Galera cluster DB environment, but I am experiencing
max timeouts when there is (an induced) failure of connectivity, even in
the cases where an immediate "connection refused" or "login failed" is
being returned. As far as I can tell, I've shorten every timeout of my
existing setup, without any impact ... It seems my driver or connection
manager remains hopeful that the resource will return rather than return a
failure, holding up the sign-in process.
Does anyone happen to have a MariaDB driver / connection manager
combination that "quickly knows when to give up" along with any
configuration tips?
