No, this is the stock idp 5.1.3; obviously with the config updated per 
local requirements, but all the java code is as shipped.

Well, not so much "inconsistent" but never happened before and went away
after a restart the one time it did happen. We've only been running idp
5 in production for a few weeks, but I had it up in dev/test for months
and never saw this ever.
