NIH logins fail to detect MFA after DUO Universal Prompt upgrade.

We recently upgraded our Shibboleth installation to leverage DUO Universal Prompt and logins are failing with
Access Denied Login to NIH systems requires multi-factor authentication (MFA). Either your institution does not support multi-factor authentication, or your institution has not enabled your account for multi-factor authentication.

Anyone else received this error and is this something that needs to change on the IdP?
