1997 expiration date in response headers

It's a "belt and suspenders, I beg you not to cache this document but I know you will anyway" hack to try and get browsers to expire things, but it's likely dated, I imagine in that regard all the browsers handle Cache-Control properly now. It's just a random date that's in the past.
