Reviewing your concern, I would say that while I probably agree with it, we couldn't change this outside of a major release, and a major release of this software is either going to be a total rewrite in Java that's years out or isn't going to happen at all, depending on member decisions on funding and Google's plans to break SAML and OIDC anyway.

So you can file the issue so it gets fixed if/when we do such a rewrite and we'll adjust the error codes, but for now you're probably stuck with it unless maybe Apache could rewrite it somehow.
