UnsupportedClassVersionError when installing DuoOIDCNimbusPlugin with OpenJDK11

When trying to install the Duo Universal Prompt via the Shibboleth Nimbus
Client I am getting the following:

Exception in thread "main" java.lang.UnsupportedClassVersionError:
net/shibboleth/idp/plugin/authn/duo/nimbus/DuoOIDCNimbusPlugin has been
compiled by a more recent version of the Java Runtime (class file version
61.0), this version of the Java Runtime only recognizes class
 file versions up to 55.0

This is with IdP 4.3.1 running on Ubuntu 20.04's openjdk version
"11.0.20.1" 2023-08-24.

Is the plugin expected to work with OpenJDK 11?
