Not all the types do.

Yes, it does. Assuming it ever worked initially. Possibly it never did at startup, and/or the config is invalid, and there are logs being ignored. Non-fail fast behavior won't keel it over in either case if it's configured non-fail fast.

Nothing else I could really say, the logs are all you have to go on.
