Curl bug impact on SP

It doesn't appear as though the major curl bug has any impact on the vast majority of SP deployers. The bug involves use of SOCKS5 proxying, which would require using the SP's TransportOption feature, itself rare, and everybody that proxies I have ever interacted with definitely just does standard http proxying (for metadata and the like).

Out of caution, to shut up scanners, and to make sure we're on curl 8 in case something more major comes along later, I'll be doing updates, but it's nothing urgent.
