Simple testing verifies that. Take an email in Outlook and click a link, you get the header set to "none". Click the same link when opening the email on outlook.com (for M365 shops), it's set to "cross-site".

That is self-evidently ridiculous. It's a bug. They may well feel the bug is that the email client link should also be cross-site, but it sure as heck can't be different and make any sense.

I will see what actual web pages hosting links do.
