DuoOIDC Not Loading

Hi, me again with another DuoOIDC question

I've loaded DuoOIDC through out non prod environment and it works fine. (still working on the switching of duo configs as shown in earlier call but that's beside the point). I loaded it on three servers with the same documented process.

So I started on one of our prod servers. Did the same stuff, installed plugin, activated module, edited config files. And this one throws an error:

ERROR [net.shibboleth.idp.authn.impl.TransitionMultiFactorAuthentication:262] - Profile Action TransitionMultiFactorAuthentication: Targeted login flow 'authn/DuoOIDC' is not configured, check available flow descriptors

My understanding was that the plugin process installed everyhthing in the right spot and registered the authn flow. This time it didn't seem to have done that. I've double checked the war file has the resulting jars in it. (yay) its just not loading it. I'm not seeing a pertinent error in the log.

Any ideas?
