Implementation of IP-Address based MFA override using IpAddressMatcher

Hello,

I have a working inline js implementation of a solution to disable 
2fa/mfa for users in specific ip address ranges including exception 
ranges. But, to be compliant, we need a more springified Java solution 
using IpAddressMatcher and these complicated Spring-Bean-XML-stuff. Can 
some show, how to convert the shown solution to this?
