Change to Jira notifications

Hi folks,

Atlassian is having more fun with us and has decided to end the ability to send Jira notifications to an arbitrary email address, which prevents us from continuing to mirror those emails to the commits list.

We though it was going to stop in August but it appears they broke it this weekend (or something else is wrong, but this was inevitable anyway).

For now, we have re-routed the generic notifications to the Developers "role" on the projects, which goes to the project team itself.

If there's demand, we can set up a group (that we would have to manage) to allow wider dissemination, but we haven't put that in place yet. Watching issues still works, and you still see updates to issues you create, so that shouldn't break.

Sorry for the inconvenience, but we don't get a vote.
