How to override RequestedAuthnContext

We have a service provider sending saml2p:RequestedAuthnContext Comparison="minimum" to our proxy IdP, which then shuffles it off to a customer's Azure tenant which is denying login due to the comparison value requiring "exact" instead of "minimum". Is there a way to override the SP request and force the value to "exact" from the IdP?
