Thanks Rod.
Whilst the command line link you sent looked like the right thing, I found it in the registry at HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Apache Software Foundation\Procrun 2.0\shib_idp\Parameters Java (key 'Jvm').
Regedit fortunately does still run on Core.
I might add a note to that in the wiki, where it mentions the 'auto' jvm setting not always working - presumably other admins may end up having to deploy on Core in the future.

I thought that setting JAVA_HOME (as a system environment) and then restarting shibd_idp would do it, but that might be a one time
when you install.
This is waaay out of supported (so YMMV &c &c) but [1] is the place to go for help.
It looks as though
shibd_idp //US --Jvm <whatever>
might do what you need.
Even less supported: it's in the registry if you want to poke - note that it's under the WOW64 tree for (I think)
HKLM\SOFTWARE\Apache.
