How to set jvm.dll path in Windows installation

I have tested the upgrade to 4.3.0 (from 4.2.1.1) on an old Windows Server (2012 R2, for clarity). But our production server runs on Server 2022 Core, so has no GUI.
Every time I've done the updates beyond 4.1.5, I've had to run shib_idpw and manually set the jvm.dll location, as per the suggested fix in the documentation, using shib_idpw. But Server Core will not run shib_idpw - it does however, run the installer as a GUI.
So, which file do I need to edit to set the jvm.dll path? I have tried searching the entire installation folder (Shibboleth, so checks all the 3 subfolders) - and it turned up nothing.
