All you can do is get them stop talking about Okta or Azure. They either know what their application requires or they don't, I guess. You can't give them "undefined". Anything they can define, you can give them (whether you "should" or not, that's beside the point).

Worst case, get them to outline or provide a sample of what an Okta or Azure IdP is giving them and give them that, if you're willing. I probably wouldn't, but that's your call.
