trouble with status page in IDP 4, and tomcat 8

Opps, sorry -- it is Tomcat 8.5, and not 8. I will look at updating to
Tomcat 9.

I stopped Tomcat, deleted the $CATALINA_HOME/work/Catalina/localhost
directory, and restarted with no change.

I'll see if I can get Tomcat 9 in place to test.
