IdP 4.3.1 - Odd interactions between OIDC OP and CAS modules

We're investigating an outage of CAS authentication on our instance which
had recently been configured for OIDC login. Potential causes for the issue
are speculative, as I have not been able to reproduce this particular
error. In our case, login continually failed due to the unique
identifier, UDC_IDENTIFIER, failing to resolve. We found the following
error, and are unsure how to interpret:
