Help with InCommon and National Student Clearing House

Not exactly the same use case but adjacent, I built my policy for defaulting by creating a metadata tag to look for with the value "no-default-attributes" and then I use that to tag any SPs that shouldn't get the default rules even they otherwise would. I use that to exempt things from both InCommon and campus defaults. My root rules just look for that tag (via NOT).
