I misunderstood you to be saying you "had no SPs" in the sense of not any that users needed access to. You meant running them explicitly.

Yes, it is a fact that not having an SP makes supporting IdPs very difficult.

It's pairwise/non-directed identifiers as a concept that is inherently horrendous to support, not some specific formulation of it. Some ways of doing it and expressing it are just worse than others.
