connectionStrategy ACTIVE_PASSIVE dose not work as expected

Hi, All.

I would like to use connectionStrategy for ldap.

I defined ldap.properties as below.

idp.authn.LDAP.ldapURL                          = ldap://ldap01:389
ldap://ldap02:389

However, it seems that ldap02 is always used.

According to the URL described below, the default value of
connectionStrategy is ACTIVE_PASSIVE,
so I guess that the first LDAP URL will be used for every request unless it
fails and then the next LDAP URL will be used.
