AttributeResolverService not reloading on demand

I misunderstood and misspoke. We did not configure any attribute registry
features ourselves, so I suppose we are using whatever is enabled by
default; attribute-registry.xml only reference
to"%{idp.home}/conf/attributes/custom" which contains only README.

Argh, and here the problem was I had inadvertently whiffed the reloadable
service ID as "shibboleth.shibboleth.AttributeRegistryService". Brain just
skipped right over the doubled "shibboleth", but knowing it was impossible
made me re-examine the command carefully. *sigh*
